Public Hearing Notice for CDBG-Mitigation and CDBG-Long Term Recovery programs

PUBLIC HEARING NOTICE

The City of Branson will hold a public hearing on October 13, 2020, 6:00 p.m. at City Hall located at 110 W Maddux, Branson, MO 65616 to discuss the city's submission of two applications for the Missouri Department of Economic Development’s CDBG-Mitigation and CDBG-Long Term Recovery programs. In order to qualify as an emergency under regulations of the State of Missouri, the project will be evaluated using each of the following criteria: Seriousness, Immediacy, Uniqueness, and Lack of Sufficient Local Funds. The city is interested in obtaining all citizens' input on community development needs within the city. The city needs as much local participation as possible in order to reflect the true desires of the community as a whole, as well as the comments relating to the proposed project application.

As part of the input process citizens are asked to complete an online Needs Assessment at www.smcog.org/bransonneeds. This information will detail what the residents feel are the strengths and weaknesses of the community. The State has established a maximum application request for each funding category. Activities that are eligible for funding include the improvement of public works, public facilities, housing rehabilitation, and others allowed by law. At least 51% of the funds must be used to benefit low-and-moderate income persons. No displacement of persons will be proposed.

The city is proposing to flood proof the Compton Wastewater Treatment Plant with a 2,200-ft long floodwall around the facility, as well as some equipment to prevent interior flooding. The area is located at 601 Compton Dr, Branson, MO 65616; the area is bounded by forest to the west and north, Lake Taneycomo to the east, and the Branson Recycling Center to the south. The total project cost is estimated at $10,752,038. The city proposes to contribute $3,000,000 in federal grant funds from the Economic Development Administration, with grant funds of $5,000,000 under CDBG-Mitigation and $2,752,038 under CDBG-Long Term Recovery to make up the difference. The project, if funded, will benefit 43.57% low/moderate income persons. All citizens, including those in the targeted area, are encouraged to attend the public hearing in order to comment on the proposed activities and/or to complete the needs assessment at www.smcog.org/bransonneeds.
